Congress has recessed without formally agreeing to a transportation funding
bill. They will have to face this issue, which includes the issue of the
proposed hours-of-service regulations, when they return from recess.
It is believed that a tentative agreement has been reached, by the House and
Senate and endorsed by the Clinton Administration, that would allow funding for
the FMCSA to continue to work on the proposed hours-of-service regulations but
would prevent them from implementing the regulations during this fiscal year
(ending September 30, 2001).
Although this falls short of the total ban of implementation the trucking
industry was asking for, it is a positive step forward in slowing down this
runaway regulation train.
The proposed regulations have far too great a safety impact, economic
impact and social impact to allow them to be implemented without careful review
and discussion amongst all parties involved.
