On Tuesday, October 3rd House and Senate conferees blocked FMCSA from
implementing the proposed Hours-of-Service regulations during the 2001 budget
year.
FMCSA will still be allowed to collect data and analyze comments that have
been submitted concerning the proposed regulation but they will not be allowed
to implement it. This provision is part of the transportation appropriations
bill which is expected to be approved by the White House.
Although the first safety battle has been won to keep the FMCSA from
implementing this ill-advised regulation, the war isn't over with. We must keep
our representatives involved over the next year to make sure that FMCSA's next
attempt in hours-of-service reform produces a regulation that will improve
highway safety and not degrade it.
Hats off to the ATA for all their hard work in quashing this bad regulation.
