We
may get a glimpse of the new Hours-of-Service proposal sometime in March.
Outgoing FMCSA Administrator Joseph Clapp wanted to present the proposal before
his retirement at the end of 2002. However, the proposal is now in the hands of
OMB (Office of Management and Budget) and can't be published until after their
review. The review is expected to be completed sometime in March.
We haven't heard any leaks which could give us a sense for
where the proposal will be heading, so we'll just have to wait until March.
Don't take March as a deadline either. If OMB finds issues
with the proposal it may be sent back to FMCSA for revision. If this happens,
OMB would have to review the proposal again after the revisions and the entire
process would start all over again. March could very easily stretch into fall or
winter or even next year.
