Since
the announcement of her appointment as Deputy Administrator of the FMCSA in
November 2002, Annette M Sandberg has now assumed the position of Acting
Administrator. This move makes it clear that she is the pick to replace retired
Administrator Joseph Clapp.
Ms Sandberg is an excellent choice for this position. We
believe that she will bring a renewed vitality and cooperative management style
to the FMCSA. Since its inception, FMCSA has been embroiled in controversy,
being blasted by everyone from the trucking industry, special interest safety
groups and even Congress. Administrator Clapp was able to bring some stability
and common sense to the agency but there is still a long way to go before FMCSA
can become the effective agency it can be. We believe Ms Sandberg is a person
who can move the agency forward in the right direction.
Ms Sandberg also enjoys widespread respect throughout the
industry and enforcement communities. Hopefully, this will help remove the
personality attacks that have burdened the agency over the last half decade.
As Chief of the Washington State Patrol for 6 years, Ms. Sandberg was the
first woman in the United States to lead a state police agency. Her experience
in highway safety comes from more than 17 years in a variety of law enforcement,
supervisory and administrative posts with the Washington State Patrol.
In November of 2002, President Bush appointed Ms. Sandberg as Deputy
Administrator of FMCSA. Prior to her appointment as FMCSA Deputy Administrator,
Ms Sandberg served as Deputy Administrator of the National Highway Traffic
Safety Administration (NHTSA). Prior this she was engaged in the practice of law
with the Maple Valley Law Group, representing employers in labor and employment
matters.
An attorney, Ms. Sandberg received her law degree from the University of
Puget Sound School of Law in 1993. In 1988, she received an MBA from City
University in Bellevue, WA, graduating Magna Cum Laude. In 1996, she was
selected to attend an executive institute at Harvard University's John F.
Kennedy School of Government.
We wish Ms Sandberg well in her new position and look forward to positive
