Secretary
of Transportation, Norman Mineta, has announced that Federal Motor Carrier
Safety Administrator, Joseph Clapp will retire by year's end.
Clapp, who was the Chairman of Roadway, was appointed in
October of 2001 as the the first administrator of the newly formed FMCSA. Mr
Clapp brought thoughtfulness and common-sense to his position and was well
respected by both industry and regulators.
Mineta simultaneously announced the appointment of Annette
Sandberg as Deputy Administrator of the FMCSA. Ms Sandberg, the
former Chief of the Washington State Patrol, will be leaving her post as Deputy
Administrator of the National Highway Transportation Safety Administration to
take her new post at FMCSA. Ms Sandberg is the front-runner to replace Clapp
upon his retirement.
It will be interesting to see where the direction of FMCSA
will go under this change. Mr Clapp began positive changes within the
administration and hopefully Ms Sandberg will build on them. Although Ms
Sandberg has an extensive enforcement background she is known for her
cooperative management style.
If this turns out the way it would seem, trucking safety
should benefit greatly from these changes.
